Position title: Programme Coordinator, Women's Advisory Network (WAN) Programme

Rank: Inspector or above (or Non-sworn/Civilian Equivalent)

Location: Primarily based in the office of the Pacific Islands Chiefs of Police (PICP)Secretariat in Wellington, New Zealand, with potential for some international travel. Please note this is an unaccompanied position.

Duration: Temporary Transfer for a period of up to 6 months commencing as soon as possible (late June 2025)

Reports to: Executive Director, PICP Secretariat

Purpose: To support the delivery of the PICP Strategic Plan by coordinating or facilitating the delivery of the WAN Programme, and other identified solutions to address PICP priorities.

PICP Secretariat
The PICP Secretariat is hosted by New Zealand (NZ) Police at Police National
Headquarters in Wellington, NZ. It operates on behalf of its 22 members to:

• Strengthen regional cooperation and cross-jurisdictional relationships by representing and promoting the PICP’s interests at regional and international forums.
• Deliver the annual PICP conference where members discuss regional policing challenges and collectively make decisions in relation to its Strategic Plan
• Support capacity development activities for future leaders of Pacific police services through the delivery of secondment and exchange programmes.
• Supporting the Executive Leadership Team and other Chiefs to deliver on a PICP vision of “Police Chiefs united for a secure Blue Pacific”; and
• Support the delivery, and promote improved performance, of PICP mandated programmes.

Duties and Responsibilities

The SPO: Lead the coordination and facilitation of the WAN Programme, including the annual conference and general programme support
• Ensure the accurate and timely completion of Programme reports, including activity progress and achievements  
• Provide reliable and timely strategic and operational advice and support in relation to the WAN• Build and maintain consultative and productive working relationships and networks with WAN and PICP partners and donors
• Contribute to PICP Secretariat business and its various work streams, including the delivery of the PICP annual conference and Executive Leadership Team meetings
• Contribute to the preparation and maintenance of fundamental PICP documentation, including the constitution, strategic plan, workplans, policy and guidelines
• Compile activity progress reports for their Chief / Commissioner / Director of Police, and the PICP Secretariat as required
• Proactively undertake development and training opportunities allocated by the Secretariat and in accordance with an individualized work plan
• Foster a safe environment by integrating health and safety into all aspects of work practices; and• Represent their jurisdiction and the PICP Secretariat in a manner that is consistent with PICP’s values and the Code of Conduct.

Additional requirements:

• The position holder may be required to travel and work outside their normal hours and work location, to support PICP and WAN activities where required.
• Familiarity with PICP’s WAN and mandated programmes is beneficial

Applicant Suitability

THE EOI IS OPEN TO APPLICANTS AT THE RANK OF INSPECTOR OR ABOVE
(OR NON-SWORN/CIVILIAN EQUIVALENT)

Duration of secondments are a minimum of 3 months and a maximum of 6-months. Timeframes are flexible and individually designed to suit the objectives of the secondment, subject to the satisfaction of all parties. SPOs must be able to commit to the agreed secondment period away from their home and family.

All interested applicants must consider their personal circumstances and suitability before applying, confirming their commitment. Secondments of a six-month period maybe provided one leave fare to return to their home jurisdiction for leave, mid-way through their secondment.

The Secretariat will ensure that the selection process is impartial and transparent and promotes gender diversity as a key priority for the PICP.

Professional Development Opportunities

To match opportunities with expertise and development needs, individualized work plans are completed prior to the secondment commencing. Work plans are finalized by the PICP Secretariat in consultation with the SPO, their Chief of Police and their Manager/Supervisor as required.
Skills that SPOs can typically develop or further strengthen during their secondment include (but are not limited to):

• Project and event management.
• Specific fields of specialized policing.
• Enhanced communication skills (written and oral), including report writing and presentations.
• Business management skills, including finance and staff management.
• Enhanced leadership and supervision.
• Research; and
• Office administration.

The SPO may also gain experience in specialist areas of policing, which can include (but is not limited to) to PICP’s mandated programmes (transnational Crime, cyber safety, road safety, gender and family harm and training).

Selection Process

The following process will be adopted for all SPO selections:

1. Expressions of Interest extended to all PICP member countries (excluding NZ and Australia), open to police and civilian members at the rank of Inspector or above.
2. Applications (as per the Application Form) are to be submitted by the closing date of 30 April 2025. All applications must be endorsed and submitted by your Commissioner/Chief/Director. Applications submitted without endorsement will not be considered.
3. Shortlisting process commences, led by the PICP Secretariat. Notice will be provided to unsuccessful applicants and their Chiefs.
4. The PICP Secretariat will interview shortlisted applicants (date to be confirmed)
5. Provisional appointment to be made by the PICP Secretariat, pending referee checks (if required)
6. SPO appointment confirmed, PICP Secretariat to commence the pre-secondment phase*.
7. Unsuccessful shortlisted applicants to be advised, and their Chiefs. Feedback can be requested from the Panel.

** The pre-secondment phase must be fully completed at least one month prior to the commencement of the secondment. This includes the completion of visa applications, medical clearances, work plans and signing of Exchange of Letters by all parties.
